COCOBOD Launches New Performance Management Strategy to Revitalize Cocoa Industry

The Ghana Cocoa Board (COCOBOD) has unveiled a new performance management strategy designed to revitalize the cocoa industry through the implementation of the Balanced Scorecard approach.

 

The initiative was announced during the opening of a three-day management retreat in Kumasi, where leadership and senior staff convened to discuss a transition from administrative-oriented systems to a performance-based culture.

 

Director of Human Resources Francis Ocran in his welcome address, emphasized the importance of leadership in ensuring alignment at all levels of the organization. He described the Balanced Scorecard as a significant departure from traditional appraisal systems, framing it as a comprehensive framework for performance management.

 

Deputy Chief Executive in charge of Finance and Administration, Ato Boateng, underscored the urgency of this transition, noting that the current state of COCOBOD necessitates a collective effort to achieve meaningful change.

 

“By Friday, when we leave here, every staff member of COCOBOD must have a scorecard. This is not just a framework but a culture and a lifestyle. We must measure what matters and put value on it. The journey towards recovery starts now,” he stated.

 

The three-phase implementation plan includes: 1. Balanced Scorecard: Establishing clear objectives across financial, customer, internal process, and learning and growth perspectives. 2. Six Sigma: Enhancing operational efficiency and reducing errors to meet quality standards. 3. Systems Thinking: Promoting cross-functional collaboration and accountability to eliminate departmental silos.

 

Mr. Boateng encouraged management and staff to reimagine activities that add value while eliminating those that do not. He further highlighted that promotions and career advancements would be closely tied to measurable performance under the new system.

 

The Deputy Chief Executive expressed confidence that the Balanced Scorecard would serve as a vital tool for aligning staff efforts with strategic goals and fostering a culture of continuous improvement throughout the organization.

 

The noted that the retreat marks the official commencement of the implementation process, with expectations for staff to begin adopting the Balanced Scorecard framework promptly. As COCOBOD embarks on this transformative journey, the focus remains on enhancing performance and ensuring the sustainability of Ghana’s vital cocoa industry.
